BAADHI ya wananchi wa Belarusia wamekuwa wakienda makazini wakiwa uchi, na baadhi yao wakitupia picha mtandaoni zikiwaonyesha wakiwa uchi kutimiza kauli ya rais wao aliyoitoa siku za hivi karibuni.

Kiongozi wa taifa hilo, Alexander Lukashenko (61), anatajwa kama dikteta pekee barani Ulaya ambapo amekuwa rais wa Belarusia toka mwaka 1994 hadi sasa. Lukashenko analaumiwa na watetezi wengi wa haki za binadamu kwa kuminya uhuru wa wananchi wake. Anahesabika kama mtawala dikteta aliyebakia barani Ulaya. Nchi ya belarusia inapakana na Russia, Ukraine, Poland, Lithuania and Latvia.

Lukashenko aliteleza wakati akifungua mkutano wa uwekezaji ambapo alitamka: “Kuwekeza katika tenknolojia ya kisasa, kuruhusu ubinafshaji na kukaribisha wawekezaji, vyote vitatusaidia kama taifa tusonge mbele. Matumizi ya neno ‘undressed’ ndilo lililowababaisha baadhi ya waliolisikia ambapo kwa maana ya kinahau linamaanisha ‘kutovaa nguo au kuwa uchi’, wakati kwa maana halisi linamaanisha ‘kuwa huru’.
Akihojiwa na kituo cha gazeti la Observer, Doroshenko Kostyantyn alisema: “Hatuwezi kupingana na kauli ya rais, lazima twende kazini tukiwa uchi, kutimiza matakwa ya mkuu wetu wa nchi”.

Wachambuzi mbalimbali wa kimataifa wanamwona kiongozi huyo kama mtu aliyeanza kupoteza umakini wa kuzungumza mbele ya raia wake, hali inayosababisha kukosea mara kwa mara au kutamka vitu visivyo na mantiki katika jamii.

Wananchi wengi wanatekeleza suala hili ambapo lengo lao kuu ni kumfikishia ujumbe rais wao kwamba amechoka na anahitaji kuachia nafasi kwa wengine waongoze.

Lil Wayne Had the Perfect Response to Birdman's Appearance on ESPN's 'Highly Questionable'

On Tuesday afternoon, Cash Money boss Birdman appeared on ESPN's Highly Questionable to talk about sleeping on a million dollars and playing Madden with Lil Wayne. The entire interview was pretty entertaining, especially the part about sleeping on that much money, because who does that? Well, Birdman does. However, most of the reaction to the interview is coming from Lil Wayne's end when he tweeted shortly after it aired that the entire episode was "Hiiiiiighly questionalbe."

Of course, this reaction from Wayne comes as no real surprise since he and Birdman are still at odds over his status at Cash Money and the money that Wayne says Birdman owes him for his time on the label. Though things looked to be mending between Wayne and Birdman earlier this year, Wayne has recently dissed Cash Money and Birdman publicly during concerts over the past few weeks while promoting his new projects.

It now appears that Baby and Wayne's issues aren't going away anytime soon, especially since Weezy is still taking very public shots at his former Cash Money boss. Birdman has yet to respond to Wayne's recent jabs in his direction, and it will be interesting if he even does at this point. As of now, Wayne is still suing Birdman for money he is owed from his time at Cash Money and it doesn't appear he's going to drop that suit anytime soon. U.S. Border Patrol Wants to Collect Social Media Accounts for Foreign Travelers

For years, law enforcement groups have been collecting information on social media for investigations, and now U.S. Customs and BorderProtection wants to get in on the data. On Thursday, the agency proposed an addition to certain customs forms that would ask for foreign travelers' social media names and handles.

Spotted by the Hill, the new field would read “Please enter information associated with your online presence—Provider/Platform—Social media identifier,” and it would be optional to fill out. It would appear on forms for ingoing and outbound travelers to the U.S. who aren't required to have a visa. Currently, citizens of 38 countries can visit the U.S. for 90 days for business or leisure without applying for a visa.

The Department of Homeland Security says that, “Collecting social media data will enhance the existinginvestigative process and provide DHS greater clarity and visibility to possible nefarious activity and connections by providing an additionaltool set which analysts and investigators may use to better analyze and investigate the case.”

The proposal comes as recent violent terror incidents like the Paris attacks and Orlando shooting have reinforced the importance of social media data in investigations. The proposal is now in a 60-day open comment period ending Aug. 22. As long as providing the information is optional, it may not seem like a big deal either way. The change would begin to normalize the idea of governments collectingsocial media data, though. For better or worse.

Marufuku Ya Mabasi Kusafiri Usiku, Sababu Bado Zina Mashiko?

NI miaka mingi sasa tangu utaratibu wa mabasi ya abiria kusafiri usiku ulipositishwa miaka ile ya mwanzoni mwa tisini. Sababu kubwa iliyotolewa wakati huo ni kudhibiti ajali, kwani madereva walionekana kuzidiwa na usingizi.

Kuanzia wakati huo, iliamriwa mabasi yasafiri mchana na ikifika saa nne usiku, popote yalipo, yasimame ili kusubiri kukuche tayari kuendelea na safari zake. Imekuwa hivyo tangu hapo na inaendelea, hakuna dalili kama kuna mabadiliko yatatokea.

Udhibiti wa ajali hata hivyo, ambayo ndiyo ilikuwa sababu kubwa, haikuonekana kupatiwa dawa, kwani ziliendelea kutokea hata mchana na kuleta madhara makubwa kwa watu na mali zao, kiasi kwamba wakati fulani, ikatolewa amri nyingine ya mabasi yote kufungwa kitu kilichoitwa Speed Governor, ili kudhibiti mwendokasi wa mabasi hayo, jambo ambalo nalo lilifeli.

Katika hali halisi ya mazingira ya Tanzania kwa sasa ni vigumu kutoa sababu moja pekee, kwamba ndiyo inayosababisha ajali za magari, achilia mbali mabasi. Lakini pia, ni vizuri kutazama uwiano wa faida na hasara za kufutwa kwa safari hizi za mabasi nyakati za usiku.

Wakati katazo hili linatolewa, miundombinu ya barabara nyingi ilikuwa mibovu, tofauti kabisa na sasa ambapo karibu miji mikubwa yote imeunganishwa kwa lami. Wakati ule wa zamani, hakukuwa na check points za usalama barabarani, tofauti na sasa ambapo zipo za kutosha kila baada ya umbali kadhaa.

Katika nchi ambayo kasi ya utendaji kazi wa serikali imeongezeka, ikiwa ni pamoja na kuhimiza ulipaji wa kodi, wafanyabiashara wadogo na wa kati, wanaotumia usafiri wa barabara kufanikisha biashara zao ni wadau muhimu wanaopaswa kuangaliwa na utaratibu huu wa kupiga marufuku mabasi kusafiri usiku.

Na siyo wafanyabiashara tu, lakini hata raia wa kawaida, kwa nini wasisafiri usiku ili asubuhi waamke waendelee na kazi? Usafiri wa miji kama Arusha, Moshi, Dodoma, Singida, Iringa, Mbeya, Ruvuma, Lindi, Mtwara kwenda Dar es Salaam na kinyume chake ni ndani ya saa 12 tu. Kwa nini sheria zisiboreshwe ili mabasi yasafiri usiku?

Kwa mfano, mabasi yawe na madereva wawili kwa ajili ya kupokezana kwa uchovu na usingizi, lakini pia wapimwe kabla ya kuanza safari kama wametumia kilevi na zile check points ziwe imara kukagua mwendokasi.

Tunapotaka Tanzania ya viwanda na kuipa nguvu kauli mbiu ya Rais John Magufuli ya Hapa Kazi Tu, ni lazima pia tufanye kazi kwa saa 24 kwa kadiri inavyowezekana. Dunia yote ndivyo inavyokwenda, mtu asafiri wakati wowote kwa kutumia mabasi.

Kufanya mwisho wa mabasi kusafiri ni saa nne usiku, ni kurudi nyuma wakati tunataka kusonga mbele, kitu cha msingi mamlaka zinazohusika zifanye kazi zao kwa weledi na uaminifu, mchana tufanye kazi Dodoma, usiku tusafiri, asubuhi tuibukie kazini Dar es Salaam!

Dar es Salaam: Jeshi la Polisi nchini linamshikilia Fidelis Buberwa, mkazi wa Tabata jijini hapa kwa tuhuma za kumshushia kipigo mkewe, Beatrice Kiriho na kumsababishia kifo.

Fidelis Buberwa ambaye ni mume wa marehemu.

Bubelwa anadaiwa kumjeruhi kwa kipigo mkewe nyumbani kwake, usiku wa Juni 11, mwaka huu kilichomuacha mwanamke huyo akiwa mahututi na baadaye kukimbizwa Hospitali ya Mwananyamala kupatiwa matibabu.

Akiwa hospitalini hapo, Beatrice alitibiwa kwa wiki mbili mfululizo lakini hakupata nafuu yoyote, Juni 20, mwaka huu akaaga dunia kwa mateso makali.

Akizungumza na Uwazi kwenye ibada ya kumuombea marehemu Beatrice iliyofanyika Kanisa Katoliki la Tabata Segerea jijini hapa, kaka wa marehemu ambaye aliomba jina lake lisiandikwe gazetini, alisema wanandoa hao kabla ya tukio hilo walikuwa na migogoro ya mara kwa mara ya mapenzi iliyokuwa ikisababishwa na wivu.

Kaka huyo aliendelea kueleza kuwa migogoro hiyo ilikuwa ikisababisha wawili hao kupigana mara kwa mara lakini walikuwa wakisuluhishwa.

Akielezea siku ya kipigo hicho kilichosababisha kifo hicho, kaka huyo alisema:

“Juni 11, mwaka huu, Beatrice alikwenda kwenye harusi ya mtayarishaji wa muziki aitwaye Manecky (Emmanuel Sewando) ambaye alikuwa akifunga ndoa siku hiyo, sasa aliporudi mumewe akaanza kumfokea kwa nini alichelewa kurudi.

“Dada alimuelezea sababu zilizomchelewesha lakini shemeji inaonekana hakumuelewa hivyo akaanza kumshushia kipigo mpaka akawa mahututi. Kufuatia hali hiyo, wasamaria wema walimkimbiza hospitali kupatiwa matibabu mpaka umauti ulipomfika.

“Ukweli kifo cha dada yetu kinatupa uchungu sana, inaonesha ni kama vile alijua hawezi kupona maana akiwa hospitalini mara kwa mara alikuwa akitusisitiza tumuangalizie watoto wake watatu, ambao wa kwanza ana umri miaka minne na wengine wawili mapacha wana umri wa mwaka mmoja na miezi kadhaa,” alimaliza kusema kaka huyo.

Naye Kamanda wa Polisi wa Mkoa wa Kipolisi Ilala, Kamishna Msaidizi, Salum Hamduni alithibitisha kutokea kwa tukio hilo na kuongeza kuwa Beatrice alifikishwa Kituo cha Stakishari kama majeruhi na kupewa hati namba tatu (PF3) ya polisi kwa ajili ya kwenda kutibiwa ambapo ndugu zake walimpeleka Hospitali ya Mwananyamala ambapo alitibiwa mpaka alipopatwa na umauti.

“Mume wa marehemu naye alifikishwa kituoni hapo na kufunguliwa jalada la kujeruhi lakini baada ya kifo hicho jalada hilo limebadilika na kuwa la mauaji na anashikiliwa na polisi,” alisema Kamanda Hamduni.

Marehemu alizikwa Ijumaa iliyopita kwenye Makaburi ya Tabata Kinyerezi jijini Dar.

Panama Canal reopens bigger than ever, despite shipping woes

PANAMA CITY - With a band playing and flags waving, a Chinese ship carrying more than 9,000 containers on Sunday entered the newly expanded locks that will double the Panama Canal's capacity in a multibillion-dollar bet on a bright economic future despite tough times for international shipping.

Several tug boats pulled "Cosco Shipping Panama" into the new locks at Agua Clara under a cloudy sky in Colon province, about about 50 miles north of the capital.

Thousands of Panamanians who gathered since before dawn to witness the inauguration of the canal's expansion waved the national flag as the band struck up a song.

Nearly two years late due to construction delays and labor strife, the $5.25 billion project formally launched with the transit of the 158-foot-wide, 984-foot-long, Chinese-owned container ship. It's one of the modern class of mega-vessels that will now be able to use the canal.

With 30,000 people and eight foreign heads of state expected to attend the daylong festivities, officials are bullish.

"There is evidence that the Panama Canal, with this expansion, is an important player not only for regional maritime commerce but worldwide," said Oscar Bazan, the Panama Canal Authority's executive vice president for planning and commercial development. "The canal is a winning bet. (Clients) will benefit from saving not only time but also money, because the canal is a route that shortens distance."

However, the party comes amid a lull in global shipping due to the drop in oil prices, an economic slowdown in China, which is the canal's second-largest customer, and other factors that have hit the waterway's traffic and income.

While authorities anticipate increasing commerce between Asia and ports on the U.S. East Coast, doubts remain that not all those ports are ready to handle the huge New Panamex-class cargo ships. Net cargo volume through the canal from the U.S. East Coast toward Asia fell 10.2 percent in 2015, according to official statistics. Meanwhile the Suez Canal in Egypt recently lowered tariffs by up to 65 percent on large container carriers in an attempt to keep its traffic.

"It's important to remember that the canal does not create demand. The canal opens the route. Supply and demand on a world level is what will decide whether the Panama Canal will really bring more volume or not," said Antonio Dominguez, a general manager for global shipping leader Maersk Line, which moves about 14.2 percent of world commerce. "What is certain is that the current canal has maxed out."

Maersk was among shipping companies that have reduced passages through the Panama Canal, although Dominguez said the company is considering a return.

Since the canal was handed over from U.S. control at the end of 1999, the waterway has generated about $10 billion in direct income for the Central American nation and is responsible for about 40 percent of its GDP, factoring in related economic activity. Some 35 to 40 vessels transit the waterway each day, and the canal is estimated to handle about 6 percent of world maritime commerce.

Panama began the expansion nearly a decade ago. Originally planned to open in late 2014 around the waterway's centennial, the new locks can accommodate ships that carry up to three times the cargo of those previously able to use the canal.

Grupo Unidos por el Canal, the Italian- and Spanish-led consortium that spearheaded construction, handed the project over Friday, although a series of claims are still pending for presumed cost overruns of more than $3 billion.

Paul Bingham, a shipping economist at Boston-based EDR Group, predicted the canal expansion's global impact will be small.

"The proportion of world trade that could plausibly use the Panama Canal is constrained by the geography of the world's population, resource endowments and production regions," Bingham said. "There is very little a larger canal can influence at the margin to induce shifts in the geography of world trade, even through potential reductions in costs of shipping a variety of commodities to, from and within the Americas."
