Bill Chemirmir, a Kenyan Man in Dallas, Texas, Indicted on New Attempted Murder Charges


A Kenyan man in Dallas, Texas already charged with capital murder and attempted capital murder has been indicted by a grand jury in Collin County of a new attempted capital murder charge.
45-year-old Billy Chemirmir, a native of Kenya, faces new accusations of attempted murder in the case of a 93-year-old woman at the Parkview Elderly Assisted Living facility in Frisco, Texas.
Chemirmir is accused of knocking at the elderly woman’s apartment door at the living facility in October, 2017 posing as a maintenance worker. Frisco Police say Chemirmir asked the woman if she needed any work done, and when she said no, he forced his way into the apartment, shoved her off her walker, and put a pillow over her face to choke her. He then stole her jewelry, according to the arrest warrant affidavit.
“At the time of the offense, she had been able to tell us that she was attacked by a black male but could not give us enough information to, at that time, to find who that was,” said Frisco Police Chief John Bruce.
Chemirmir was initially arrested on March 20, 2018 and charged with theft as police who were surveilling him on suspected attempted capital murder and theft watched him throwing away a jewelry box into a dumpster outside his apartment complex. Police traced the stolen jewelry to 81-year-old Lu Thi Harris and on going to her home for a welfare check, they found her dead of apparent suffocation. They upgraded Chemirmir’s charges to include capital murder. He has been held at the Dallas County jail since then on $1 million bail.
Chemirmir previously worked as a home health aide, and authorities suspect he may be involved in many other unresolved murders of elderly people in the Dallas area.
